At the national level, Premier Li Qiang of the State Council highlighted "new energy storage" as a fast-growing emerging industry in his government work report at the third session of the 14th National People's Congress, emphasizing its role in supporting the national energy strategy transition. This continues the 2024 strategy of "developing new energy storage" and signifies a deeper top-level design in China's new energy sector.
On February 27, the National Energy Administration released the "2025 Energy Work Guidance" to outline the year's energy work roadmap and boost the new energy storage industry. The document sent positive signals in market mechanisms, technology R&D, and industrial ecosystem, stressing the importance of core technology R&D in the energy sector, especially listing "long-duration energy storage" as a key R&D focus and proposing forward-looking layouts for emerging technologies for the first time. Long-duration energy storage technology advancements could solve the current limitations of short-term energy storage (under 4 hours) in matching the volatility of wind and solar power and seasonal electricity shortages.
On March 3, the Ministry of Industry and Information Technology held a policy promotion meeting for the high-quality development action plan of the new energy storage manufacturing industry. The meeting noted that as an emerging field in the electronics manufacturing industry, new energy storage manufacturing is crucial for efficient new energy development and utilization. At the local level, on February 20, the Sichuan Provincial Development and Reform Commission issued the "Interim Guidelines for the Safety Management of New Energy Storage Power Stations in Sichuan Province." The document emphasizes strict equipment quality control, prioritizing safety, reliability, and environmental protection. It encourages the use of high-safety technology routes like vanadium flow batteries in large and central cities and stresses strict grid connection acceptance to prevent "sick grid connection."
On March 5, the Shandong Provincial Energy Bureau issued a notice on the pilot implementation details of source-grid-load-storage integration, encouraging long-duration energy storage configuration. The energy storage capacity and duration should match the load characteristics and new energy scale.
On March 12, the Inner Mongolia Autonomous Region Energy Bureau released a notice on accelerating new energy storage construction, proposing a dynamic capacity compensation mechanism with flexible standards reviewed annually but effective for 10 years. Projects that start construction by June 30, 2025, and are substantially operational by year-end will receive a compensation standard of 0.35 yuan per kilowatt-hour. For independent new energy storage stations with longer construction periods like compressed air and flow battery energy storage, the compensation standard from the previous year can be used before substantial operation.
