On November 6, the Ministry of Industry and Information Technology publicly solicited opinions on the High-Quality Development Action Plan for the New Energy Storage Manufacturing Industry (Draft for Soliciting Opinions).
The draft proposes that by 2027, China's new energy storage manufacturing industry will have a prominent international competitive advantage across the entire value chain, with further expansion of leading enterprises and significant enhancement of innovation and comprehensive competitiveness. The industry will achieve high-end, intelligent, and green development. The scale of new energy storage manufacturing will be well matched with downstream demand, fostering 3 to 5 ecosystem-dominant companies with a market size of over 100 billion yuan. Continuous improvement in the supply capacity of new energy storage products featuring high safety, reliability, efficiency, long lifespan, and economic feasibility will be pursued. A concentrated industrial structure with regional agglomeration will take shape, and clusters and ecosystems will continue to improve. Resilience of the industrial chain and supply chain will be significantly enhanced, with a more robust standard system, management framework, and market mechanism. Energy conversion efficiency of new energy storage systems will notably increase, ensuring no fire or explosion under thermal abuse and overcharging. Precision firefighting at the battery module level in new energy storage power stations will be achieved to guarantee safe and controllable use throughout their lifecycle. Efforts will be made to better meet application needs in various sectors such as electricity, industry, energy, transportation, buildings, communications, and agriculture, providing a solid material foundation for advancing the energy revolution and achieving carbon peaking and neutrality.
Advance the research and development of engineering and application technologies for sodium batteries, flow batteries, etc. Develop long-duration energy storage technologies such as compressed air energy storage, and accelerate the improvement of technical and economic performance and system energy conversion efficiency. Proactively layout ultra-long duration energy storage technologies such as hydrogen storage, and encourage the exploration and development of multi-type hybrid energy storage technologies in combination with application needs. Support basic research on forward-looking technologies such as new-type battery systems, thermal energy storage, and cold energy storage.
Flow battery. Carry out research and development on key materials such as flow battery stacks, bipolar plates, electrolytes, and ion exchange membranes to improve the energy efficiency, system reliability, and economic viability throughout the entire lifecycle of flow batteries.
Promote the mutual support and coordinated development of new energy storage technology innovation and standardization. Support the establishment of a new energy storage standard system, implement the National Lithium-ion Battery Industry Standard System Construction Guidelines and the New Energy Storage Standard System Construction Guidelines, strengthen the standard layout for sodium batteries, solid-state batteries, and flow battery standards, accelerate the formulation of standards for product safety, supporting key materials and components, production equipment, critical testing methods, green low-carbon, recycling, and comprehensive utilization in the field of new energy storage.
The action plan emphasizes China's policy orientation and development planning in the field of new energy storage, aiming to promote high-quality development of the new energy storage manufacturing industry through technological innovation and industrial synergy, and to occupy an important position in the global new energy industry.
