On October 30, six departments including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the National Energy Administration, and the National Data Administration jointly issued the Guiding Opinions on Vigorously Implementing the Renewable Energy Substitution Action.
The guidelines propose specific development goals: positive progress is made in the substitution of renewable energy in key areas during the 14th Five-Year Plan period, with the national consumption of renewable energy reaching over 1.1 billion tons of standard coal by 2025; by the 15th Five-Year Plan period, a lifestyle that prioritizes the use of renewable energy is basically formed in all fields, with the national consumption of renewable energy reaching over 1.5 billion tons of standard coal by 2030, effectively supporting the achievement of carbon peaking by 2030. The guidelines propose seventeen measures to enhance the safe and reliable substitution of renewable energy sources, covering a wide range of areas including large-scale wind and solar power bases, supporting infrastructure for renewable energy, demand-side resources, power system regulation capabilities, green and low-carbon transformation of industrial energy use, integration and interaction between transportation and renewable energy, integrated application of renewable energy in the construction sector, legislation and regulations, fiscal and financial support, and market price mechanisms. The rapid development of new energy sources is conducive to the development and utilization of flexible adjustment resources such as storage, and the guidelines describe in multiple places that the development of storage will have a significant impact, such as:
Promoting the application of new technologies such as grid-forming new energy and long-term power forecasting. Storage can help new energy achieve grid-forming functions, and also help new energy improve the matching degree between the output curve and the predicted curve, which is an important aid for the development of renewable energy.
Develop distributed renewable energy resources nearby, enhance the flexibility and carrying capacity of distribution networks, and support the rapid development of distributed renewable energy. The development of distributed energy sources such as rooftop solar power has put significant pressure on distribution networks. Currently, several regions have proposed requirements for co-construction of storage with distributed solar power. Integration of photovoltaics and storage is expected to gain traction.
Encourage demand response entities with charging and discharging capabilities to participate in the electricity market. Support eligible areas to guide electricity users to adjust their consumption behavior through implementing peak-hour pricing and widening the price band in the spot market. Widening the gap between electricity prices is conducive to enhancing the economic viability of user-side storage. The participation of demand response and other resources in the electricity market also enriches the profit model for user-side storage.
Enhance research and development of new energy storage technologies and expand their application in various scenarios. Promote long-duration thermal storage power generation, thermoelectric coupling, and medium- to high-temperature heat utilization; carry out new energy source-grid-load-storage integrated projects in the vicinity of industrial parks and large production enterprises; promote the integrated development of 5G base stations, data centers, supercomputing centers with photovoltaic, heat pumps, and energy storage; support the development of green electricity direct supply and source-grid-load-storage integrated projects for new infrastructure; explore the pilot projects of integrated photovoltaic storage charging and discharging. The application scenarios of energy storage will continue to diversify, and the application space of energy storage will also be expanded accordingly.
Promote renewable energy power generation or comprehensive utilization systems capable of providing auxiliary services to participate fairly in the auxiliary service market. Establish and improve the price mechanism for energy storage. Renewable energy without regulation capability shall not participate in the auxiliary service market. This poses higher requirements for the flexibility of renewable energy power generation, and the application of energy storage helps to address the issue of insufficient regulation capability of renewable energy. Future research and exploration on integrated applications of renewable energy and energy storage may see certain development. Establishing and improving the value mechanism for energy storage is directly related to its development.
