Flow Batteries Included in Multiple Pilot Carbon Peak Action Implementation Plans

【 Summary 】Nationwide, 25 cities and 10 industrial parks have started to implement pilot carbon peak action plans, with the development of flow batteries gaining attention.

To implement the State Council's "Action Plan for Carbon Peak Before 2030" and in accordance with the "National Carbon Peak Pilot Construction Plan," by the end of 2023, the National Development and Reform Commission identified 25 cities such as Zhangjiakou, and 10 industrial parks such as Changzhi High-tech Industrial Development Zone as the first batch of pilot cities and parks for carbon peaking. They will jointly explore pathways to achieve carbon peaking, aiming to stimulate the initiative and creativity of various localities and provide references for the whole country. After half a year, the first batch of pilot lists have gradually released their local carbon peaking pilot implementation plans.


Based on incomplete statistics of public information, cities and parks that have issued carbon peaking pilot implementation plans include: Guangzhou, Chengde, Tangshan, Zhangjiakou, Yantai, Taiyuan, Hangzhou, Xiangtan, Qingdao, Dalian, Inner Mongolia, Suzhou Industrial Park, Xi'an New District, and Harbin Economic and Technological Development Zone, among others.

Overall, the implementation plans of the pilot cities are comprehensive, with different pilots having various resource endowments and development characteristics, and the implementation plans also show different development orientations of each region. For example, Dalian proposed to promote the second phase of the national demonstration project of flow battery energy storage peak regulation power station, to create a complete vanadium flow battery industry chain; Chengde proposed to promote the establishment of a production and application demonstration base for vanadium-titanium new materials and an industrialization demonstration base for vanadium energy storage equipment, to create "China's Vanadium Valley"; Inner Mongolia proposed to build an advanced manufacturing cluster of new energy storage and increase R&D investment in new fields such as flow batteries; The "new first-tier" city of Hangzhou proposed to promote the development of user-side energy storage and carry out demonstrations of new energy storage technologies such as aqueous batteries, flow batteries, and hydrogen energy storage.

The purpose of the first batch of carbon peaking pilot lists is to break the bottlenecks in green and low-carbon development. Each city and park combines local resources to explore carbon peaking pathways that meet local development needs, providing the whole country with feasible, replicable, and promotable experiences and practices.

As carbon peaking and carbon neutrality have become a global consensus, the proportion of new energy in the entire energy system is rapidly increasing, and the global energy structure is developing towards a more sustainable and clean energy system. Building a new type of power system dominated by new energy cannot be separated from the support of new energy storage. The implementation plans for carbon peaking pilots issued by various places have all highlighted the exploration of new energy storage technology and policy support.

Flow batteries, as a new type of energy storage technology, occupy an important position in the implementation plans of some cities for carbon peaking pilots, especially in Dalian and Zhejiang, where research and development and application of flow batteries have made certain progress. With the gradual release and advancement of the pilot carbon peaking implementation plans, flow batteries will be developed and applied in more cities across the country.
