In June, the Department of Industry and Information Technology of Hunan Province issued the "Hunan Province Lithium Battery and Advanced Energy Storage Material Industry Three-Year Action Plan (2024-2026)" (hereinafter referred to as: Action Plan); in July, the Changsha Science and Technology Bureau and the Changsha Industry and Information Bureau jointly held a special promotion activity for the advanced energy material industry chain in Changsha. In addition, the "Changsha-Zhuzhou-Xiangtan-Chen Advanced Energy Material Industry Cluster Development Plan (2024-2028)" and the "Changsha-Zhuzhou-Xiangtan-Chen Advanced Energy Material Industry Cluster Cultivation and Promotion Three-Year Action Plan (2024-2026)" have completed the solicitation of opinions and expert reviews, and are planned to be released in the near future. With the continuous issuance and implementation of these series of policies, the development of the new energy and advanced energy storage material industry in Changsha has ushered in an unprecedented good opportunity.

At present, in the field of advanced energy storage materials, Changsha has formed a complete industrial chain of "precursor - positive and negative electrode materials, electrolyte, separator - battery cell manufacturing and assembly - energy storage battery terminal application - recycling and reuse". The industrial chain development of flow batteries is also gradually improving and receiving policy support.

The Action Plan mentions: give priority to advanced energy storage materials, actively layout sodium-ion electrolyte and flow battery electrolyte-related materials; flow batteries, leverage the technical advantages of flow batteries in universities and research institutes such as Central South University and Changsha University of Science and Technology, rely on enterprises such as Yinfeng New Energy, accelerate the construction of flow battery manufacturing projects, and actively introduce projects related to flow battery electrode materials, ion-conducting membranes, bipolar plate materials, electrolyte solvents, etc.

Advanced Energy Material Industry Chain Special Promotion Activity: Strengthen the integration of "production, learning, research, and application", Changsha has 31 national-level innovation platforms and is one of the cities with the most concentrated national-level platforms in the advanced energy material industry. Relying on these international scientific research platforms, a number of "bottleneck" technologies and original technologies in the fields of flow batteries, lithium-sulfur batteries, sodium-ion batteries, hydrogen fuel cells, and perovskite solar cells have been successfully broken through, accelerating the transformation and application of scientific research results.

During this year's provincial two sessions, Liu Weidong, a representative of the Hunan Provincial People's Congress, Party Committee Secretary, and Chairman of Hailide Group, submitted the "Proposal on Timely Optimizing Mineral Resource Planning and Accelerating the Construction of Our Province's Hundred Billion All-Vanadium Flow Battery Energy Storage Industry Chain" (Proposal No. 0422), mentioning that Hunan's vanadium-containing shale ore resources are abundant and among the top in the country. Liu Weidong believes that Hunan has unique resource conditions and a good industrial foundation for the development of the all-vanadium flow battery energy storage industry. Liu Weidong suggested that mineral resource planning should be optimized in a timely manner, a green channel should be opened for projects that meet environmental assessment requirements, and strong policy support should be provided for the high-quality development of the industry to accelerate the construction of Hunan Province's hundred billion all-vanadium flow battery energy storage industry chain. In May, the reply of the Hunan Provincial Natural Resources Department to the proposal No. 0422 of the second session of the 14th People's Congress of Hunan Province (Representative Liu Weidong) mentioned: to optimize and strengthen the development and utilization of our province's vanadium ore resources and the subsequent vanadium battery energy storage industry.

In addition, Hunan Province has also taken a series of measures to accelerate the development of the new energy storage industry, relying on backbone enterprises, universities, and research institutes to accelerate the breakthrough of key technologies and the transformation of achievements, encourage the development of diversified energy storage technologies, promote the deep integration development model of "new energy + energy storage", and advance the high-quality development of the energy storage industry in Hunan Province.
