The report shows that as of the end of 2023, the cumulative installed capacity of new energy storage projects in China has reached 31.39 million kilowatts/6688 million kilowatt hours, with an average energy storage time of 2.1 hours, nearly 10 times the final installed capacity of the 13th Five Year Plan. The installed capacity of new energy storage projects has completed the planned target two years ahead of schedule. Among them, the newly installed capacity for the whole year of 2023 was about 22.7 million kilowatts/48.78 million kilowatt hours, an increase of about 260% compared to the end of 2022. It is expected that by the end of the 14th Five Year Plan and the 15th Five Year Plan period, new energy storage can become an important means to cope with the large-scale grid connection and consumption of new energy with advantages such as short construction period, flexible layout, and strong transient regulation ability.

The report states that in the future, new energy storage on the power side will rely on existing resources and the addition of cross regional channels and integrated multi energy complementary bases for wind, solar, water, and thermal storage during the 14th Five Year Plan period; The new type of energy storage on the power grid side can be reasonably allocated in key nodes of the power grid, remote areas, and areas with limited resources of transmission and transformation stations, improving the system's regulation capacity and moderately replacing transmission and transformation facilities; User side energy storage promotes the construction of decentralized energy storage facilities on the user side, explores bidirectional interactive intelligent charging and discharging technologies such as V2G and smart electricity facilities, and improves the reliability of user power supply and the flexibility of user side regulation.
From the perspective of technological roadmap, the country has issued clear policies that future innovation in new energy storage technologies will develop towards high safety, large capacity, low cost, and long lifespan, while also focusing on tackling long-term energy storage technologies. Various regions have also introduced relevant guiding support policies, including promoting the pilot application of long-term energy storage, increasing support for capacity leasing and compensation, and supporting participation in the spot market. In January 2024, the National Energy Administration announced a new batch of new energy storage pilot demonstration projects. From a technical perspective, the number of long-term energy storage technology projects represented by compressed air and liquid flow batteries exceeds the current mainstream lithium-ion battery projects.
