Project Overview: Xingtai Company's 200MW/800MWh Vanadium Lithium Combined with Grid Side Independent Energy Storage Power Station Project covers an area of about 100 acres, with a total construction area of about 10100 square meters. The main construction includes a 200MW/800MWh Vanadium Lithium Combined with Grid Side Independent Energy Storage Power Station project, including energy storage unit area, booster station, and related supporting facilities for environmental protection, safety, fire protection, etc. The project will be constructed in stages, with the first phase being the 110MW/240MWh vanadium lithium combined with grid side independent energy storage power station project.

1. Bidding conditions
The EPC general contracting project of the first phase of the 110MW/240MWh vanadium lithium combined grid side independent energy storage power station project of Hebei Yanzhao Xingtai Energy Storage Technology Co., Ltd. has been approved for construction by the Xindu District Administrative Approval Bureau of Xingtai City. The project owner is Hebei Yanzhao Xingtai Energy Storage Technology Co., Ltd. The construction funds are self raised by the enterprise, and the project investment ratio is 100%. The bidder is Hebei Yanzhao Xingtai Energy Storage Technology Co., Ltd. The project has met the bidding conditions and is now open for bidding for the general contracting of the project.
2. Project Overview and Bidding Scope
2.1 Project Overview: Xingtai Company's 200MW/800MWh Vanadium Lithium Combined with Grid Side Independent Energy Storage Power Station project covers an area of approximately 100 acres, with a total construction area of approximately 10100 square meters. The main construction includes a 200MW/800MWh Vanadium Lithium Combined with Grid Side Independent Energy Storage Power Station project, including energy storage unit area, booster station, and supporting environmental protection, safety, fire protection and other related facilities. The project will be constructed in stages, with the first phase being the 110MW/240MWh vanadium lithium combined with grid side independent energy storage power station project.
2.2 Scope of bidding:
10MW/40MWh all vanadium liquid flow+100MW/200MWh lithium iron phosphate energy storage equipment (the design, procurement, installation, civil engineering, construction, and individual commissioning of the all vanadium liquid flow energy storage system are not within the scope of this project, please refer to the interface principles in the technical specifications), all project related equipment such as energy storage power stations and booster stations, floors, roads, firewalls, accident oil tanks, fences, etc. required for buildings, foundations, and supporting facilities, water supply and drainage systems, 220kV booster station main transformer, indoor GIS, full set of safety automation and relay protection devices (excluding equipment for the opposite side substation), 0.4kV/6kV cables, 35kV collection lines, 35kV switchgear, and secondary protection equipment. Measurement and control device, energy storage common transformer, power station backup transformer, 380V switchgear and secondary protection measurement and control device, DC system and secondary protection measurement and control device, complete set of dispatch data network communication device, The lighting and accident lighting system, fire protection system, centralized control center, online monitoring system, survey and design required for the construction of this project, procurement and supply of all equipment and materials, construction (including procedures for handling, transplanting, logging, and treatment of site vegetation, "Five Connections and One Leveling", etc.) and installation engineering construction, project management, debugging, grid connection testing, trial operation, training, and production handover, cooperation in handling project completion acceptance, settlement, final settlement, and service during the engineering quality warranty period, and other whole process EPC general contracting work.

2.3 Planned Duration: Ensure full capacity grid connection of the first phase of the 110MW/240MWh vanadium lithium combined grid side independent energy storage power station project of Hebei Yanzhao Xingtai Energy Storage Technology Co., Ltd. by August 30, 2024.
2.4 Project location: No. 2666 Xianghe Street, Xindu District, Xingtai City.
2.5 Quality Standards and Requirements: Meet the requirements of national, industry, and company construction acceptance specifications, standards, quality inspection and evaluation standards, and quality management standardization systems.
3. Qualification requirements for bidders
3.1 Qualification Conditions
3.1.1 Qualification requirements: Bidders must also meet the following requirements:
(1) Bidders must be independent legal entities registered in accordance with the law.
(2) Bidders must also possess the following qualifications:
① Comprehensive Grade A qualification for engineering survey;
② Comprehensive Class A qualification for engineering design or Class A qualification for engineering design in the power industry;
③ Level 2 or above qualification for general contracting of power engineering construction;
④ Safety Production License.
3.1.2 Financial Requirements: Bidders must have good commercial reputation and are not in a state of being ordered to suspend business, frozen assets, taken over, or bankrupt.
3.1.3 Performance requirements: Bidders must have at least one EPC general contracting performance for battery energy storage projects with a scale of 100MW or more (for a single project) from January 1, 2021 to the bidding deadline (based on the contract signing date). If the bidder provides performance as a consortium contract, the bidder must be the leader of the consortium.
Bidders are required to provide scanned copies of contracts that meet the above performance requirements (if it is a joint venture contract, a joint venture agreement should be attached), which must at least include: stamped pages of both parties signing the contract, contract signing time, and key information pages that meet the performance requirements.
3.1.4 Reputation requirements: (1) The bidder has not been blacklisted or under observation in the supplier evaluation of Hebei Construction Investment Group Co., Ltd. and the tenderer; (2) Bidders are not allowed to be included in the list of dishonest executed persons on the "Credit China" website (. cn/) (subject to the query on the day of bid opening); (3) The bidder has not been included in the list of serious illegal and untrustworthy enterprises in the National Enterprise Credit Information Publicity System by the Administration for Industry and Commerce (subject to the query on the day of bid opening).
3.1.5 Qualification requirements for project managers:
The bidder's proposed project manager must have a registered first level construction engineer (mechanical and electrical engineering) qualification and a safety production assessment certificate (Class B), and have not served as a project manager for any other ongoing construction projects.
The proposed project manager must have at least one EPC general contracting project manager performance for battery energy storage with a scale of 100MW or more (for a single project). The bidder must provide proof of the performance of the project manager: the contract must include the project name, project manager, and provide a commitment letter stating that the project manager has not served as a construction in progress, stamped with the bidder's official seal. If the contract does not reflect the project manager, the owner's certificate must also be provided.
3.2 Other requirements:
1) Legal persons, other organizations or individuals who have an interest in the tenderer and may affect the fairness of the tender shall not participate in the bidding. The person in charge of the unit or different units with controlling or management relationships shall not participate in the bidding of the same section at the same time.

4) This project adopts a "double blind" evaluation and a "decentralized" evaluation mode. The evaluation committee evaluates the technical bid of the bidding documents in accordance with the provisions of the bidding documents.
