【 Summary 】The Inner Mongolia Autonomous Region Energy Bureau has issued a notice on the issuance of the second batch of demonstration projects for independent new energy storage power stations on the grid side.

Recently, the Energy Bureau of Inner Mongolia Autonomous Region issued a notice on the issuance of the second batch of demonstration projects for independent new energy storage power stations on the grid side.
The notice clearly states that there are a total of 11 projects included in the second batch of demonstration projects for independent new energy storage power stations on the grid side in the autonomous region, with an installed capacity of 1.1GW/4.4GWh and a total investment of about 8.1 billion yuan. The planned production capacity is 900000 kilowatts in 2024 and 200000 kilowatts in 2025. The compensation for project capacity is 0.34~0.35 yuan/kWh.
From a technical perspective, a total of 8 projects have adopted long-term energy storage technology, including all vanadium flow batteries, hydrogen energy storage, zinc iron flow batteries, compressed air energy storage, etc. Liquid flow batteries can store 212.5 megawatts of energy.

Notice of Inner Mongolia Autonomous Region Energy Bureau on Issuing the Second Batch of Demonstration Projects for Independent New Energy Storage Power Stations on the Grid Side
Energy bureaus of various leagues and cities, development and reform commissions of leagues and cities, Inner Mongolia Power Company, and State Grid Inner Mongolia Eastern Power Company:
According to the Implementation Opinions of the General Office of the People's Government of Inner Mongolia Autonomous Region on Accelerating the Development of New Energy Storage (Neizhengbanfa [2021] No. 86) and the Implementation Rules for Independent New Energy Storage Power Station Projects in Inner Mongolia Autonomous Region (Neinengdai Zi [2023] No. 1101), the Energy Bureau of the Autonomous Region issued a notice on December 10, 2023 on organizing the application for demonstration projects of independent new energy storage power stations on the grid side. Relevant experts were organized to evaluate and demonstrate the demonstration projects of independent new energy storage power stations on the grid side applied by each league and city, and the second batch of demonstration projects for independent new energy storage power stations on the grid side was determined. It is now issued to you, please carry out the work according to the relevant requirements.
1、 Demonstration project situation
There are a total of 11 demonstration projects (referred to as demonstration projects) included in the second batch of independent new energy storage power stations on the grid side in the autonomous region, with an installed capacity of 1.1 million kilowatts and a total investment of about 8.1 billion yuan. The planned production in 2024 is 900000 kilowatts, and in 2025 is 200000 kilowatts (see Annex 1 for details). From a regional perspective, there are 7 projects in western Mongolia with an installed capacity of 700000 kilowatts, and 4 projects in eastern Mongolia with an installed capacity of 400000 kilowatts. From a technical perspective, lithium battery energy storage is 677500 kilowatts, compressed air energy storage is 200000 kilowatts, liquid flow battery energy storage is 212500 kilowatts, and hydrogen energy storage is 10000 kilowatts.
2、 Regarding requirements
(1) The energy regulatory department of the league city should implement territorial responsibilities, supervise the owners of demonstration projects to fulfill the project filing procedures as soon as possible, and complete the local demonstration project filing work within one week. At the same time, strengthen the supervision of the construction and operation of demonstration projects, and report the construction and operation status to the Autonomous Region Energy Bureau before the 10th of each month.
(2) Power grid enterprises should combine the planning and site selection of demonstration projects with the conditions for grid access, and quickly carry out the construction of supporting transmission projects for demonstration projects, ensuring that the transmission projects are put into operation synchronously with the demonstration projects.
(3) Power grid enterprises should meet with the energy regulatory authorities of the Alliance City, strictly carry out demonstration project acceptance work in accordance with relevant national and autonomous region regulations, and ensure that the project meets relevant technical requirements; After passing the acceptance, the demonstration project can be connected to the grid; Demonstration projects that do not meet the grid connection conditions shall not be connected to the grid, and any losses caused shall be borne by the owner unit of the demonstration project.
(4) The demonstration project owner shall start the preliminary work of the project as soon as possible, complete the relevant procedures such as project filing, and start construction in a timely manner. The engineering design and construction shall be strictly carried out in accordance with the approved project technical plan, and the technical plan shall not be adjusted or the investment owner shall not be changed without authorization.
(5) The demonstration project owner shall arrange the construction period reasonably to ensure that the project is completed and put into operation within the specified time. Lithium batteries, flow batteries, hydrogen energy storage and other energy storage types should be completed and put into operation in 2024; Compressed air and other forms of energy storage should be completed and put into operation by 2025.
(6) The demonstration project mainly strictly regulates the project construction process, conducts equipment inspection and testing for energy storage power stations in accordance with relevant national and autonomous region regulations, implements safety and fire protection facilities and emergency response plans for energy storage power stations, and ensures safe and reliable operation of energy storage power stations after they are put into operation.
(7) The main business of the demonstration project is to actively communicate and negotiate with the power grid enterprise on the plan to connect to the power grid and the construction schedule of the transmission project. After the completion of the demonstration project, it should accept unified management of the power grid and strictly carry out grid connection acceptance, grid related testing, fire safety acceptance, and other work in accordance with relevant regulations.
