1、 Policy background
The new energy storage industry has a broad market and huge development potential. Developing new energy storage power stations is an important measure to improve the regulation capacity, comprehensive efficiency, safety guarantee capacity, and support the construction of the new power system. It is also an important field to achieve carbon peak and carbon neutrality goals. The Guangdong Provincial Party Committee and Government attach great importance to the development of the new energy storage industry, and have held several special meetings to study and deploy. They require a full understanding of strategic opportunities, active development, and practical results, and to build the new energy storage industry into a strategic pillar industry of our province's manufacturing industry. According to the Guiding Opinions on Promoting High Quality Development of New Energy Storage Industry in Guangdong Province, combined with the actual situation of new energy planning, user side energy storage development, electricity market mechanism construction, and standardized management of energy storage projects in the province, in-depth research and extensive listening to opinions from local municipal governments, industry associations, research institutions, energy storage enterprises, etc., the "Several Measures for Promoting the Development of New Energy Storage Power Stations in Guangdong Province" (hereinafter referred to as the "Several Measures") are formulated.
2、 Key measures
The "Several Measures" mainly propose 25 measures from five aspects: expanding diversified applications, strengthening policy support, improving operation and scheduling mechanisms, standardizing project construction management, and strengthening coordination and guarantee.
One is to expand diversified applications. In terms of expanding the application scenarios of new energy storage power stations, 9 key measures are proposed: promoting the construction of new energy storage for new energy generation. The newly added offshore wind power projects, centralized photovoltaic power stations, and onshore centralized wind power projects in our province need to configure new energy storage according to no less than 10% of the installed power generation capacity and a duration of 1 hour. Subsequently, the configuration capacity of new energy storage will be adjusted according to the relevant safety and stability standards of the power system and the actual grid connection scale of new energy. Plan and guide the rational layout of independent energy storage, and plan and layout independent energy storage power stations in areas where new energy is concentrated on a large scale but limited in consumption, power demand fluctuates greatly, and transmission corridors and station site resources are scarce. Continuously improve the regulation capacity of thermal power joint energy storage, and continue to support the participation of thermal power unit joint new energy storage power stations in market transactions of auxiliary services such as frequency regulation and backup. Vigorously encourage the development of user side energy storage, and support the construction of new energy storage power stations in industrial and commercial enterprises, industrial parks, and other supporting facilities. Actively promote the construction of virtual power plants, promote the aggregation and application of new energy storage power plants with industrial controllable equipment loads, charging and swapping facilities, distributed photovoltaics and other resources, and carry out virtual power plant pilot projects in Guangzhou, Shenzhen and other places, gradually cultivating the responsiveness of million kilowatt level virtual power plants. Strengthen the construction of new energy storage for disaster prevention and protection, relying on a strong local power grid in the province, plan and construct new energy storage in 7 central urban areas and 26 central areas of counties and districts in coastal strong wind areas, and build new energy storage as emergency backup power for important power users such as governments and hospitals. Explore the construction of a "wind and solar energy storage" microgrid, combined with the development of wind power, photovoltaic power generation, etc., and configure new energy storage as needed to create a distributed "wind and solar energy storage" intelligent microgrid for islands and rural areas. Vigorously promote the pilot demonstration of innovative new energy storage technologies. Build a provincial innovation center for new energy storage manufacturing industry, accelerate the construction of collaborative demonstration bases for industry, academia, research and application, and large-scale empirical bases. Promote the shared and integrated development of new energy storage and new infrastructure, accelerate the integration of new energy storage power stations with big data centers, 5G base stations, digital power grids, and explore large-scale vehicle network interaction in cities such as Guangzhou and Shenzhen.
The second is to strengthen policy support. In terms of pricing mechanism, factor guarantee, and financial support for new energy storage power stations, five supporting policies are proposed: encouraging the demonstration and application of advanced products. For user side energy storage projects that use products that have been recognized as meeting the standards and specifications of advanced and high-quality products, the electricity price of their energy storage facilities shall be implemented in accordance with the provincial cold storage electricity price policy (i.e. the peak to valley ratio shall be adjusted from 1.7:1:0.38 to 1.65:1:0.25, and the peak to valley price difference ratio shall be adjusted from 4.47 times to 6.6 times). Improve the market price mechanism, dynamically adjust the peak valley price difference based on the actual situation of electricity supply and demand, and reasonably set the upper and lower limits of electricity prices in the medium to long term market and spot market. Strengthen factor guarantee, prioritize project land allocation, simplify planning and site selection, environmental impact assessment, and energy-saving review procedures. Strengthen financial support, support the use of policy oriented development financial tools and include them in the scope of green finance support, and encourage local cities to provide financial support based on actual conditions. Establish incentive mechanisms, and give priority consideration to new energy generation enterprises that implement the requirements for configuring energy storage power stations in terms of competitive allocation of wind and solar resources, project initiation, project grid connection, dispatch and operation, and compensation assessment for power auxiliary services; Provide appropriate support in implementing demand response based on the proportion of user configured energy storage capacity.
The third is to improve the operation and scheduling mechanism. Adhere to the operation of market mechanisms and propose two measures in terms of market system and scheduling operation: promote the participation of new energy storage in the electricity market, and implement the Implementation Plan for the Participation of New Energy Storage in Electricity Market Trading in Guangdong Province. Optimize the scheduling and operation mechanism, establish and improve a new type of energy storage power station scheduling and operation mechanism mainly based on market-oriented methods.
The fourth is to standardize project construction management. Five measures are proposed for project filing, construction, and grid connection: standardizing project management, implementing filing management for projects, and formulating annual construction plans for each city. Optimize grid connection and improve the construction and management process of supporting grid connection projects. Power grid enterprises should simplify the grid connection process, provide grid connection service guidance and management standards, and provide grid connection debugging and acceptance services. Improve the quality of project construction, strictly carry out power station design, construction, installation, completion acceptance, and operation in accordance with relevant national and industry standards. Strengthen safety production supervision, implement the main responsibilities of enterprise safety production and fire safety, do a good job in monitoring the entire life cycle of product facilities, regularly carry out equipment operation and maintenance, system health status assessment, and network performance testing, establish and improve the fire safety responsibility system and fire safety management system, and implement various fire safety requirements and measures. Standardize project retirement management, and promptly implement project retirement when the project reaches its design life or the safety operation status does not meet relevant technical requirements.
The fifth is to strengthen coordination and guarantee. This mainly includes four measures: strengthening organizational leadership, strengthening collaborative supervision, promoting industry self-discipline, and establishing an information technology supervision platform.
