On May 7, 2023, a molten salt high-temperature explosion accident occurred in the molten salt heat storage project jointly operated by Hebi Fenghe Power Generation Co., Ltd., a subsidiary of Henan Yuneng Holdings Co., Ltd., and Rundian Energy Science and Technology Co., Ltd., a subsidiary of China Resources Power, resulting in one death and 13 injuries. After the accident, the National Energy Administration attached great importance to it, and the main responsible personnel and responsible personnel respectively issued instructions, requiring the system to investigate the molten salt heat storage project and its safety risk control situation. In order to understand the bottom line, strengthen supervision, and prevent similar accidents from happening again, the relevant requirements are hereby notified as follows.

1、 All power companies should attach great importance to and strictly implement the main responsibility for safety production. They should immediately organize and carry out safety inspections of molten salt heat storage projects, and quickly understand the number, location, and investment entities of the molten salt heat storage projects invested or participated in by their own units. They should accurately grasp the composition ratio of molten salt materials, work with material and equipment suppliers and relevant experts to carefully analyze project safety risks, and formulate targeted risk control measures. If the composition of molten salt materials is unknown, they must not be used and must be strictly prohibited from being produced without safety.

2、 Each power enterprise should draw lessons from others and systematically sort out the situation of energy comprehensive utilization projects related to new technologies, new equipment, new materials, new processes, etc. It is necessary to thoroughly investigate the weak links in project safety management from the aspects of safety production organization construction, sound responsibility system, and implementation of dual mechanisms, take effective measures to fill the gaps and plug loopholes, and improve the level of project safety production.

3、 Each power enterprise should further strengthen the safety production management of projects such as scientific research and experimental pilot projects for comprehensive energy utilization, strengthen education and training, technical disclosure, and on-site management, supervise and guide all employees, especially frontline personnel at the grassroots level, newly transferred personnel, and outsourced personnel, to fully understand the production principles, operating mechanisms, process characteristics, risk hazards, management requirements, and other aspects of the project, proficiently master safety protection measures and escape methods, effectively ensure project safety production, and prevent and curb the occurrence of various accidents.

Provincial power management departments and dispatched agencies should immediately organize power enterprises within their jurisdiction to carry out safety inspections of energy comprehensive utilization projects such as molten salt heat storage, and urge enterprises to strengthen safety production management. Before June 30, 2023, all member units of the National Electric Power Safety Commission shall conduct safety inspections and risk control of their integrated energy utilization projects such as molten salt heat storage. Each dispatched agency shall submit the inspection and risk control information (including electronic versions) of power enterprises outside the member units of the National Electric Power Safety Commission within their jurisdiction to the Electric Power Safety Supervision Department of the National Energy Administration.
