Xizang is rich in solar energy resources, with long sunshine hours and few rainy days. By the end of September 2022, the cumulative installed capacity of PV in Xizang is 1.39GW, accounting for 30.1% of the total installed capacity in the region. On the other hand, Xizang's cumulative photovoltaic power generation during the same period was 1.38 billion kWh, accounting for only 15.7% of the total power generation in the region. Xizang's new energy utilization rate of 82.6% has become the last one in the country, and shows a trend of further deterioration. The power generated cannot be used, which has become a huge challenge for Xizang's photovoltaic industry.
Therefore, the Xizang Development and Reform Commission issued the Notice on the Opinions on Promoting the High Quality Development of the Photovoltaic Industry in the Xizang Autonomous Region on January 12 this year, aiming to further improve the utilization rate of photovoltaic power generation and improve the requirements for distribution and storage. The content about configuring energy storage in the excerpted notice is as follows:

Arrange new projects based on no less than 25% of the maximum electricity load increment in the previous year in the entire region, with a configured energy storage scale of no less than 20% of the project's installed capacity and a storage duration of no less than 4 hours. In principle, no new construction scale will be arranged for areas (cities) where the abandoned light rate approved by the power grid enterprise exceeds the average abandoned light rate of the entire region in the previous year.

The pricing regulatory department of the autonomous region formulates peak valley time of use electricity pricing policies, widens the peak valley price difference, and clarifies the guidance electricity prices for domestic photovoltaic and energy storage projects.

The energy regulatory agency shall determine the annual guaranteed purchase hours for photovoltaic power generation projects in the entire region. The electricity within the guaranteed purchase hours shall be settled by the power grid enterprise through the purchase and sale contract. Projects that increase and allocate energy storage shall be appropriately tilted, and encourage the consumption of electricity beyond the guaranteed purchase hours through market transactions.



The notice also formulated the "Scoring Rules for Competitive Allocation of PV Power Generation Projects in the Xizang Autonomous Region (100 points in total)", which will screen PV projects through the scoring mechanism. Among them, the impact of energy storage on ratings is as follows:

Those who contribute to the energy supply guarantee capacity of the entire region will receive 1-4 points;

Those who make contributions to the safe operation of the entire power grid, such as taking responsibility for peak shaving, will receive 1-3 points;

Those who voluntarily participate in the high-quality development of the energy industry, such as the manufacturing of new energy industries within the district, will receive 1-4 points;

If the newly built energy storage capacity is 20% of the recorded photovoltaic capacity and the energy storage duration is configured for 4 hours, 5 points will be awarded; On this basis, for every additional hour of energy storage time, increase by 1 point until the maximum score is 10 points.

Carry out research and development of new energy technologies such as energy storage, hydrogen production, and smart energy, participate in the formulation of national or industry standards, and score new energy technology research and development, standards, etc., with a maximum score of 3 points.

Encourage the use of integrated power source, grid, load storage, and multi energy complementarity to promote the consumption and utilization of new energy, and evaluate the adaptability to large-scale and high proportion of new energy development and utilization needs, with a maximum score of 2 points.


This notice requires that the configuration of energy storage be based on 20% of the photovoltaic power generation capacity. At the same time, in the scoring mechanism, the longer the energy storage project, the more points will be added. For new energy storage technologies such as flow batteries and compressed air, one advantage of them compared to lithium batteries is the decoupling of power and capacity. When the power is fixed, the longer the configuration time, the lower the cost per kWh. Therefore, they can meet the storage capacity requirements at a lower cost per kWh, while also improving the project's scoring competitiveness. It can play a huge role in accelerating the implementation of new energy storage technologies.
