Provide up to 100 million yuan in funding support to newly approved national technology innovation centers and national industrial innovation centers in a "case by case" manner; Give financial support of up to 5 million yuan to the newly approved State Key Laboratory; Newly approved national enterprise technology centers, national engineering (technology) research centers, national manufacturing innovation centers, and national manufacturing champion enterprises will be given a one-time reward of 2 million yuan each.
Support enterprises to use energy storage power stations to reduce electricity costs, and provide a reward of 0.3 yuan/kilowatt hour to the operating entity of energy storage power stations based on their actual discharge. The annual reward amount for a single enterprise shall not exceed 3 million yuan.
According to the operating income situation, for advanced energy storage material enterprises above designated size that meet the conditions, a reward of 0.15 yuan per kilowatt hour of electricity consumption increment in the previous year will be given; For advanced energy storage material enterprises newly introduced and with fixed assets investment of more than 100 million yuan (including 100 million yuan), 30% of the actual power consumption for one year from the date of production will be calculated, and 0.15 yuan will be awarded for every kilowatt hour. The annual reward amount for a single enterprise shall not exceed 10 million yuan.
Develop a list of advanced energy storage material industry strong chain products (hereinafter referred to as the strong chain list), encourage enterprises such as batteries, automobiles, engineering machinery, energy storage power stations, etc. to purchase products within the strong chain list, and cultivate and strengthen the industrial chain. For manufacturing enterprises that purchase products on the strong chain list for the whole year that exceed 50 million yuan and meet the conditions, a reward of 5 ‰ of the purchase amount will be given, and the annual reward amount for a single enterprise shall not exceed 10 million yuan.
Support the landing of major projects such as power batteries, energy storage batteries, 3C batteries, terminal products, and high-end battery materials. For projects with a fixed investment of over 1 billion yuan (inclusive) and achieving production and efficiency according to the contract, a maximum of 10% of the equipment investment will be rewarded, and a one-time reward of no more than 5 million yuan will be given to a single enterprise.
By the end of 2022, the output value of the advanced energy storage materials industry will reach 100 billion yuan; By 2023, the advanced energy storage materials industry cluster will become a national level advanced manufacturing industry cluster; By 2026, the total scale of industrial clusters will exceed 500 billion yuan, and 2-3 advantageous industrial clusters with a scale of 100 billion yuan will be built.
By 2026, the production capacity of power batteries will reach 100 GWh, the production capacity of energy storage batteries will reach 100 GWh, and the production of new energy vehicles will reach 1 million units.
