1. Bidding conditions

In this bidding project, the survey and design bidding for the 200MW/800MWh shared energy storage project in Ningxian has been approved by Datang Zhongning Energy Development Co., Ltd. in May 2022. The bidder is Datang Zhongning Energy Development Co., Ltd. The bidding project funds come from capital and bank loans, with a contribution ratio of 30% of capital and 70% of bank loans. The project has met the bidding conditions and is now open for bidding.

2. Project Overview and Bidding Scope

2.1 Construction location: Shikong Town Industrial Park, Zhongning County, Zhongwei City, Ningxia Hui Autonomous Region

2.2 Construction scale: 200MW/800MWh shared energy storage project

2.3 Construction Plan Time: July 1, 2022 to December 31, 2023

2.4 Survey and design service period: The period from the date of contract signing to the completion and acceptance of the project shall prevail.

2.6 Scope of bidding:

2.6.1 Overview: The construction scale of the Datang Zhongning County Shared Energy Storage Project is 200MW/800MWh, consisting of a 100MW/400MWh all vanadium flow battery and a 100MW/400MWh compressed air energy storage device. This project's energy storage is designed for long-term shared energy storage with large capacity on the grid side, and operates according to grid scheduling requirements.

2.6.2 The scope of this tender includes but is not limited to:

Exploration and design work for all vanadium fluid energy storage projects, compressed air energy storage projects, 110kV booster stations, and ancillary facilities. This includes all work including preliminary survey, detailed survey, preliminary design, construction drawing design, completion drawing preparation, design estimate preparation, and technical services (preparation of technical specifications, preparation of construction bidding quantity list, and preparation of maximum control price).

Among them:

Exploration scope: All preliminary and detailed surveys required for shared energy storage projects (excluding underground gas storage facilities).

Design scope:

1) The overall planning and design of the all vanadium fluid energy storage project and compressed air energy storage project systems (the system integration part is designed and funded by the corresponding manufacturers), and the underground gas storage is designed as a whole by the system integration unit;

2) The design work of 110kV booster station, buildings and structures in the front area of the plant, access roads, water supply and drainage, backup power supply, and other related works are included in the scope of this bidding;

3) The total cost of the entire project is included in the scope of this tender.

4) The design of the EPC project for the transmission line is not within the scope of this tender and will be entrusted separately by the tenderer.

The specific work content shall be subject to the final record in the bidding documents.

3. Qualification requirements for bidders

3.1 Bidders must have a comprehensive Class A qualification for engineering survey or a professional Class A qualification for engineering survey, and have a comprehensive Class A qualification for engineering design or a Class A qualification for engineering design in the power industry.

3.2 Bidders must have survey and design achievements in one or more hydropower projects, as well as related achievements in compressed air energy storage or electrochemical energy storage, and provide copies of contracts.

3.3 The bidder intends to appoint the project leader (project chief engineer) as the project leader for this project, who must hold the title of senior engineer or above, and have served or are currently serving as a project manager or design chief engineer for at least one hydropower or energy storage power station survey and design. The performance certificate must provide a copy of the contract

Documents related to this project and the proposed project manager.

3.4 The bidder intends to appoint the survey and design leader (chief designer) for this project, who should have a senior or higher professional title or a registered electrical engineer professional qualification certificate.

3.5 Consortium bidding is not accepted in this tender.

3.6 Bidders shall not have any of the following situations:

3.6.1 Those included in the prohibited cooperation list of Datang Group Company (including those included in the blacklist, procurement suspension, and contract suspension list);

3.6.2 For construction and service procurement, those who have been included in the "blacklist" of safety production dishonesty joint punishment recognized by the Ministry of Emergency Management or the "blacklist" of safety production bad records within the past three years (search website: https://www.mem.gov.cn/fw/cxfw/xycx/ ）;

3.6.3 For similar construction, equipment, materials, and services that have experienced significant or higher liability accidents in the past three years, the level of liability accidents shall be as specified in the Regulations on Reporting and Investigating Production Safety Accidents;

4.4 Other precautions:
