(2) What policy requirements does the country have The Notice of the National Energy Administration on the Development and Construction of Wind and Photovoltaic Power in 2021 (Guoneng Faxin Energy [2021] No. 25) clearly states that the country will no longer issue annual construction targets and establish a diversified guarantee mechanism for guaranteed and market-oriented grid connection. The guaranteed grid connection project is a new energy project scale for wind power, photovoltaic power generation, and other new energy projects that our region needs to increase in order to complete the annual responsibility weight task for the consumption of non hydropower renewable energy electricity issued by the state. According to the Interim Measures for the Selection of Owners through Public Bidding for Development and Construction Projects of Thermal Power, Wind Power, Photovoltaic and Other Public Resources in Xinjiang Uygur Autonomous Region (Order No. 201 of the People's Government of the Autonomous Region) and the Notice of the Xinjiang Regulatory Office of the Development and Reform Commission and the National Energy Administration of the Autonomous Region on Relevant Matters Concerning the 2021 Annual Development and Construction Plan for Wind Power and Photovoltaic Power Generation (New Development and Reform Energy [2021] No. 419), the investment subject of guaranteed grid connected projects is determined through competitive allocation. The local (state, city) people's government (administrative office) where the project is located is the bidder for guaranteed grid connected wind and photovoltaic power generation projects. (3) How to carry out the construction of this path project The annual increase in guaranteed grid connection scale in various regions (prefectures, cities) shall be determined by the Development and Reform Commission of the Autonomous Region in accordance with the principle of goal orientation and consistent rights and responsibilities, while ensuring the reasonable utilization rate of wind and photovoltaic power generation, and taking into account the electricity demand, grid structure, new energy consumption and peak shaving capacity, and the completion of energy consumption dual control goals in various regions. State Grid Xinjiang Electric Power Co., Ltd. shall ensure grid connection. Enterprises obtain project construction scale through competitive allocation and carry out project construction. 2、 Path of Coal Electricity Potential Exploration and Transformation (1) What is the path for coal-fired power generation to tap into potential and transform The transformation path of coal-fired power generation is a way for existing coal-fired power enterprises to increase system regulation capacity, promote clean energy consumption, and carry out market-oriented grid connected new energy project construction through flexible transformation of in-service coal-fired power generation units or conversion of self owned units into public emergency peak shaving power sources. (2) What policy requirements does the country have The Notice of the National Development and Reform Commission and the National Energy Administration on Carrying out the National Coal Power Unit Renovation and Upgrading (Development, Reform and Operation [2021] No. 1519) clearly states that in the process of promoting the renovation and upgrading of coal power units, various regions need to comprehensively consider the energy-saving and consumption reducing renovation, heating renovation, and flexible renovation and manufacturing of coal power, and achieve the linkage of "three renovations". At the same time, it is necessary to arrange the unit renovation schedule reasonably to ensure the safe and reliable supply of local electricity. (3) How to carry out the construction of this path project Firstly, based on the equivalent output of new energy and coal-fired power units, for public units that plan to implement flexibility transformation, the scale of new energy will be configured according to 1.5 times the newly added peak shaving capacity after the unit flexibility transformation. Enterprises with smaller scale of individual coal-fired power units can calculate the scale of flexible transformation through a consortium. Tip for Scale Calculation: Configure New Energy Scale=Flexibility Transformation Increase Peak shaving Capacity x 1.5. For example, after the flexibility transformation of a 300000 kilowatt coal-fired power unit, if 25% of the new unit's peak shaving capacity is added, configure New Energy Scale=30 x 25% x 1.5=110000 kilowatts (new energy scale rounded to the nearest whole, the same below). The second is for enterprises that actively convert coal-fired self owned units into public emergency peak shaving power sources, allocate new energy scale according to 1.5 times the scale of coal-fired self owned units. After the self owned unit is converted to a public power supply, if flexibility transformation is implemented, new energy scale configuration will continue to be provided according to the flexibility transformation standards of public units. Tip for Scale Calculation: Configure New Energy Scale=Convert to Public Peak shaving Power Unit Scale x 1.5+Continue Flexibility Transformation and Add Peak shaving Capacity x 1.5. For example, if a 300000 kW self owned coal-fired power unit is converted to a public peak shaving power unit, the configurable New Energy Scale=30 x 1.5=450000 kW; After continuing to implement flexibility transformation, a peak shaving capacity of 25% of the newly added unit scale will be added, and a new energy scale of 30 × 25% × 1.5=11000 kilowatts will be configured. The total configurable scale of new energy is 45+11=560000 kilowatts. Reminder: For the construction of new energy projects through the path of coal-fired power generation and transformation, the investment entity should be enterprises that implement flexible transformation of coal-fired power units and convert their own units into public emergency peak shaving power sources. The scale of new energy construction cannot be transferred. Before applying for the construction of a new energy project, the enterprise needs to propose a flexibility renovation plan for the coal electric motor unit. The Development and Reform Commission of the Autonomous Region will evaluate the flexibility renovation plan in conjunction with the annual unit maintenance arrangement of State Grid, and issue the coal electric motor unit flexibility renovation plan. Or the enterprise may propose a transformation plan for converting coal-fired self owned units into public emergency peak shaving power sources, specifying the time for conversion to public power sources, grid connection methods, and other matters. The Development and Reform Commission of the Autonomous Region will consult with State Grid Xinjiang Electric Power Company to confirm the transformation plan. 3、 Supporting energy storage promotion path (1) What is the promotion path of supporting energy storage The promotion path of supporting energy storage is a way for renewable energy generation enterprises to carry out market-oriented grid connected new energy project construction through self construction, joint construction, purchase of peak shaving and energy storage capacity, and other means. (2) What policy requirements does the country have The Notice of the National Development and Reform Commission and the National Energy Administration on Encouraging Renewable Energy Generation Enterprises to Build or Purchase Peak shaving Capacity to Increase Grid Connection Scale (Development and Reform Operation [2021] No. 1138) clearly states that for scales beyond the guaranteed grid connection of power grid enterprises, priority will be given to grid connection based on a proportion of 20% (4 hours) or more of the peak shaving capacity; The self built and co built peak shaving and energy storage capacity shall be determined in accordance with the principles of "enterprise commitment, government filing, process verification, and penalty of two for one fake". (3) How to carry out the construction of this path project Firstly, based on the actual consumption of the power grid in our region, enterprises that construct energy storage projects for more than 4 hours are allowed to build wind and photovoltaic power generation projects with a storage capacity of 4 times. Encourage photovoltaic and thermal storage solar thermal power generation to be built on a 9:1 scale. Tip for scale calculation: Configure new energy scale=4 hours or more of energy storage scale x 4. For example, if building a 100000 kW/400000 kWh (4 hours) energy storage scale, configure new energy scale=10 x 4=400000 kW; Construct a 100000 kilowatt solar thermal power generation project, which can be equipped with a 900000 kilowatt photovoltaic project. The second is to encourage wind farms that have been connected to the grid for more than 15 years to carry out renovation, upgrading, and retirement, with a new scale that is four times the energy storage capacity for new construction lasting more than 4 hours, promoting the improvement of quality, efficiency, and circular development of the wind power industry. Tip for scale calculation: The scale of wind power that can be built=the scale of wind power that can be renovated or retired+the scale of energy storage for more than 4 hours of construction multiplied by 4. For example, if a 100000 kilowatt wind farm is renovated or retired, and a new energy storage scale of 10000 kilowatts/40000 kilowatt hours (4 hours of construction) is built at the same time, the scale of new energy can be configured=10+1 × 4=140000 kilowatts. Kind reminder: Energy storage projects or thermal storage solar thermal power generation projects should be built and connected to the grid synchronously with wind and photovoltaic power generation projects. If investing in and constructing centralized energy storage projects serving a certain area, and the project scale is not less than 100000 kilowatts/400000 kilowatt hours (4-hour energy storage time), it is allowed to use third-party auxiliary services, leasing, and other methods to provide other enterprises with market-oriented grid connected new energy source projects that are four times the energy storage scale. 4、 New load absorption path (1) What is the new load absorption path The new load consumption path is a way to carry out market-oriented grid connected new energy project construction through the integration of source, grid, load, and storage, using the newly added load in relatively independent power supply areas such as enterprises or incremental distribution networks as flexible adjustment capabilities. (2) What policy requirements does the country have The Guiding Opinions on Promoting the Integration of Power Source, Grid, Load Storage and Multi energy Complementary Development (NDRC Energy Regulations [2021] No. 280) of the country clearly states that "provincial energy regulatory departments should actively organize relevant power supply, grid, electricity consumption enterprises and consulting institutions in conjunction with the dispatched agencies of the National Energy Administration to carry out classification organization, research and demonstration, evaluation and screening, preparation and submission, construction and implementation of projects and implementation plans.". After being evaluated and screened by the organization, the relevant projects are included in the list of integrated source network, load storage, and multi energy complementary projects in the autonomous region. (3) How to carry out the construction of this path project Configure the scale of new energy construction according to 1.5 times the newly added load, and allocate a certain proportion of energy storage scale with a duration of more than 2 hours. Kind reminder: In principle, such new energy projects do not send electricity to the power grid. When there is a scheduling demand from the power grid, after consultation and agreement between the project unit and the power grid, it shall be executed according to the grid scheduling requirements. The maximum power generation during each period of wind and photovoltaic power generation scale that is matched with the newly added load shall not exceed the instantaneous energy storage capacity of the maximum electricity consumption and energy storage scale of the newly added load. Projects that have been supplied by State Grid Xinjiang Electric Power Co., Ltd. or have officially agreed to be installed by telegraph will no longer be considered as new loads. It is not allowed to match the scale of new energy with the load that has not yet started construction. Newly added loads must comply with relevant construction procedures in accordance with laws and regulations before applying for the allocation of new energy scale. 5、 Self provided green power protection path (1) What is the path of self-produced green electricity protection The self-produced green power guarantee path focuses on silicon-based new material enterprises, encouraging enterprises with coal-fired self-produced power plants to actively reduce their spontaneous self consumption of coal-fired electricity, and promoting coal-fired self-produced units to refer to public units to reduce their utilization hours year by year. For those who have achieved significant results in reducing coal-fired self owned electricity, we support enterprises in constructing green electricity self owned projects based on a multi energy complementary model, and maximize the market-oriented approach to grid connected new energy projects that replace energy demand with green electricity.
